We've been asked to retrieve a black briefcase that's being targeted by the Intelligence Division. The whole thing seems a bit shady, but they sound like they're genuinely in need. We were told to see Xin for details.

Background
The quest is available after defeating Seah Unsurtr during Field Exercises - Crossbell.
The quest expires after defeating Mordreian during Field Exercises - Crossbell.
Walkthrough
- Head to the Harbor District for a scene.
- Enter the Heiyue Trading Ltd. building for a scene.
- Head out to Ursula Road and examine the shoreline near the Field Ex. Camp entrance.
- Switch to Juna and fish up a Cobalt Crab.
Notebook
- Xin and Lau told us the briefcase likely ended up somewhere along the shore of Ursula Road, so let's try looking there first.
- Juna volunteered to fish up the briefcase.
- After a quick angling session, we got the briefcase and returned it to Xin! Turns out, it was full of letters meant for people in Crossbell City.
