President Gramheart announces Project Startaker

Project Startaker (スターテイカー計画), also known by the secret codename Project Lævateinn, is a project that's been developed in secret under supervision of President Roy Gramheart.

Background

Its goal is to launch a communications satellite into outer space using a rocket to break through the atmosphere. Its ultimate aim is to achieve manned space flight. Project Startaker is said to establish a new network of orbal communication via satellite and addressing environmental issues from analyzing the satellite's imagery.[1]

The project's secret aim is to prevent the Grand Reset by destroying the Sept-Terrion of Time, Laegjarn's Chest.

During a press conference on 15 April S.1209, President Gramheart and Admiral Daniel Harring announces the plan. The plan consists of three phases. The first phase aims to launch the communication satellite, Prometheus IV. The second phase seeks to deploy an unmanned, dummy unit into space. The goal of the third phase is to launch an astronauts' boarding unit into space. They also announce that Republican Army of Calvard pilot Emilia Harring will serve as astronaut for this plan.

The first step in was having the new Assault Frame Excalibur where the Republic invited Rean Schwarzer and Crow Armbrust in partaking a training exercise against Emilia Harring piloting the Excalibur.

When the Arkride Solutions Office confronted President Gramheart in the underground bunker beneath the Presidential Palace regarding the truth and hidden objectives behind the Space Program, Gramheart began explaining his motivations and the reasons behind the plan, as well as all the actions he had taken to complete it. He stated that he had a duty to put a stop to the Sept‑Terrion of Time, the Laegjarn’s Chest, to prevent it from continuing to imprison the world, revealing that it would eventually rewind Zemuria back 1,200 years.

General Manager Thorndyke of Marduk appeared as a hologram and proceeded to explain the 1,200‑year rewind caused by the Sept‑Terrion of Time—the Grand Reset—and noted that the major incidents in Liberl, Crossbell, and Erebonia, along with the Battle of Jormungandr, had ironically delayed the Grand Reset from occurring.

Thorndyke then explained how many factions, such as the Church and Ouroboros, were preparing for its eventual occurrence, but noted that others had taken more concrete action: Professor Claude Epstein, creator of the Geneses and pioneer of the Orbal Revolution; his disciple Latoya Hamilton; his daughter Lilia Claudel; the president’s late wife Sophie Gramheart; and Dominique Lanster. Agnes might also be considered part of the equation.

While Gramheart acknowledged how several factions—the Church, Ouroboros, and Professor Hamilton’s group—were preparing for what would eventually happen, he could not simply accept their approach. He set his own plans into motion with the goal of destroying the Laegjarn’s Chest, using the eight Geneses to improve the plan’s chances. Everything he had done was tied to Agnes, his wife Sophie, and his mother‑in‑law Lilia, and while their intentions were noble, he could not accept how they had sacrificed themselves to carry out Professor Epstein’s legacy. However, Van and the rest of the Arkride Solutions Office disapproved of using the Geneses without permission. While the Church, Ouroboros, and Professor Hamilton might have been content to watch how his plan unfolded, they tried to persuade him to delay it, considering the risks his plan carried and consider another way to address the situation and a battle followed.

Afterward, Van confronted Gramheart, pointing out how the launch coincided with Agnes’ birthday and that Agnes had been his top priority above everything else. Van questioned why Gramheart never told Agnes anything and urged him to talk things out with her and figure things out together. Gramheart faltered, but ultimately declared that everything had reached the point of no return and proceeded with the launch. Soon, the Emilia and Excalibur launched into space, revealing the false, empty outer space above Zemuria. Excalibur then proceeded toward the Laegjarn’s Chest, unveiled it, and destroyed it.
