Statewide Assessment (各地の状況確認) is a story quest that occurs during the 종장 "그래도 우리는." in 영웅전설 벽의 궤적.

Background

The quest is automatically obtained at the beginning of the Finale.

Walkthrough

1. In the Merkabah's bridge, speak with Knight Abbas to land on Ursula Road's sandbar.
   • NOTE: From this point on, there is one new enemy on each of the 5 major pathways of Crossbell State. Additionally, cryptids may appear on the field, which aren't affected by field attacks.
   • NEW GAME +: If Clear Data from a previous 벽의 궤적 was loaded, 5 secret locations across Crossbell will be unlocked, which harbor high level monsters.
2. Head to Map 4 and walk towards St. Ursula Medical College for a battle.
3. Enter St. Ursula Medical College for a battle.
   • PARTY: Tio joins after the battle.
4. Climb to the 3rd floor and enter rooms 302 and 303.
5. Land the Merkabah on Armorica Village.
6. Head to the Ash Tree Inn and enter the north room on the 2nd floor for a scene.
7. Travel to the Ancient Battlefield and enter the courtyard in Map 3 for a battle.
   • PARTY: Rixia joins after the battle.
8. Land the Merkabah on Mainz Mountain Path.
9. Head to Rosenberg Studio for a scene, then enter the Studio.
10. Return to the crossroad for a battle.
11. Cross the tunnel to Map 5 and walk towards Mainz for a battle.
    • BONUS: Avoiding all mines in the tunnel earns 1 DP.
    • PARTY: Randy joins after the battle.
12. Land the Merkabah on West Crossbell Highway.
13. Head to Map 2 and approach the railroad entrance for a scene.
14. Traverse the railroad to Bellguard Gate and head to the exit of the cargo platform for a battle.
    • PARTY: Noel joins after the battle. Zeit leaves.
15. Land the Merkabah at Mishelam Resort for a battle.
    • NOTE: After landing at Mishelam other locations become unavailable until the quest is complete.
16. Exit the beach for a battle.
17. Head to the center of Mishelam Resort for a battle.
18. Continue west for a battle.
19. Head north to the entrance of the State Guest House for a battle.
20. Enter the State Guest House for a battle.
    • PARTY: Elie joins after the battle.
21. Land the Merkabah on the Booster Site.

• Thanks to Father Kevin and the Merkabah's optical camouflage, we were able to sneak back into Crossbellan airspace undetected.
• We'll need to find blind spots between the septium veins to land at from here on out. We should keep an eye out for them while we assess the situation around the state.
• The first blind spot was on St. Ursula Road, near the sandbar. We can travel on foot to St. Ursula Medical College from here.
• Let's begin our investigation. We should speak to Abbas when we want to land.
• Landed at the sandbar. Let's investigate the area on our way to St. Ursula Medical College.
• Stormed the hospital grounds and defeated the Defense Force soldiers there. Thanks to Wazy's hypnosis, the soldiers withdrew from their post.
• Tio was being held at the hospital. Fran was there, too, having recovered from her injuries since the last time we saw her.
• Explained the situation to Tio and welcomes her back into the team. Elie and Randy are being held in separate locations.
• Fran agreed to come aboard as our operator.
• While Fran gathered her things, we paid a visit to Ilya and Inspector Donovan, both of whom had regained consciousness.
• The next blind spot is near Armorica Village. We decided to head there immediately.
• Arrived at Armorica Village and explained the situation to Chief Tolta. The Defense Force rarely comes by, so it should be safe to stay here.
• Mr. Hayworth and his family are in the village. Let's go speak with them at the Ash Tree Inn.
• Asked Mr. Hayworth about the current situation.
• He told us about a resistance opposing the Defense Force. They were spotted near the Ancient Battlefield.
• Just who is this resistance? We may be able to cooperate with them. Let's go and investigate the Ancient Battlefield.
• Turns out the resistance is Heiyue and their collaborator, Rixia.
• Rixia was initially seeking revenge, but upon reflecting on Ilya's words, her true feelings surfaced, and she decided to join us.
• Furthermore, Heiyue agreed to form a temporary alliance.
• The next blind spot is midway down the Mainz Mountain Path.
• A group of former CGF guardsmen are leading a resistance based out of Mainz. Let's go meet with them.
• Arrived on the Mainz Mountain Path. Let's stop by the doll studio before we head to Mainz.
• Asked the meister about the society's recent activity. He agreed to tell us anything he learns about the great bells they're guarding.
• We were attacked by the Red Constellation's military monsters on the mountain path. This could mean trouble for Mainz. Let's not waste any time!
• Anti-infantry mines have been set up in the tunnel. We need to watch our step!
• There's a battle raging up in the mountains. Let's head over and see what's going on!
• With the assistance of Zeit's wolf pack and the resistance, we forced the Red Constellation to retreat.
• Explained our situation to Randy, who had joined the resistance. Second Lieutenant Mireille gave Randy her blessing to rejoin us.

• Infiltrated the state guest house and rescued Elie, Speaker MacDowell, and Jona. We held a meeting aboard the Merkabah together.
• If we use the wireless radio booster at Tangram Hill, Speaker MacDowell will be able to declare Crossbell's independence invalid to the entire populace, as well as the Defense Force.
