The quest expires after completing Quarrel Arbitration.
Walkthrough
- Head to the Administrative District and speak with Receptionist Shion in Crossbell City Hall.
- Check the following locations:
- Examine the locked gate in front of the northeast house in the Residential District
- Speak with Peter and Branch Manager Cerdan in the Fisherman's Guild in East Street, then examine the north door in Acacia Apartments' 2nd floor
- Enter Lotus Heights in the Downtown District, then examine the north door in the 2nd floor
- Return to Receptionist Shion.

- Received the details. City Hall wants us to verify vacant residences in the city. Keeping track of these is also a part of crime prevention.
- Let's check the addresses written on the document. The following are listed:
- Residential District - an address at the north end, near the Entertainment District
- East Street - an address to the right of the Bracer Guild
- Downtown District - three units in Lotus Heights
- Verified what looks to be a long-abandoned mansion at the Residential District address.

- Verified the vacancy in Lotus Heights and updated the document accordingly.
- Verified all vacant addresses. Let's report to City Hall.
- Returned the revised document to City Hall's reception desk.
